My car tax disc has been stolen.
I have to go to the local DVLA office (30 miles away) to get a new one. They
say I can't drive there because I have no tax disc.
Is that not a bit ridiculous.
Time for a change in the law I think.

The law states two things viz @ viz car tax - 1. your vehicle must be taxed
to be used on the road. 2. You must display a valid vel.
With regards to 1. there is no problem - despite the fact that your disc has
been stolen, your vehicle is still taxed. With regards to 2. - you have a
valid reason for not displaying your vel - it has been stolen. In the
unlikely event that you were stopped en route to the DVLA office you would
give your explanation to the police -you can point out to them that if they
check with DVLA (which they can do very easily) they will find that you have
paid your road tax. I can tell you that it is unlikely in the extreme that
any further action would be taken and, even if it was, if you then produced
the replacement vel disc the action would be dropped.
The only danger is that if you parked on a road whilst you went into the
taxation office you could end up with a fixed penalty ticket for not
displaying a vel. Again, however, your explanation should have that quashed.

IANAL, but by driving to the local DVLA office, the offence you would be
committing, is failing to display a tax disc.

The same circumstances would apply as do those regarding an MOT renewal
when you are permitted to drive to a garage (of your choice) to have the
vehicle checked as long as your intention is to drive directly to that
place for that purpose.

Why? Surely anyone can use the excuse their tax disc has been stolen.

Indeed, but the guiding principle of the law should be that it is
sufficiently narrowly contained to avoid criminalising those who ought not
be criminalised; if, in order to achieve this, it is necessary not to
criminalise those who ought to be, this is but a small price to pay to avoid
over-inclusivity, and is right as a matter of principles.

They were talking crap. It's true you may be committing an offence by not
displaying a valid tax disk but it is irrelevant whether you drive it or
not. If you had left it parked on the road and gone on the bus you would be
committing the same offence. They ought to have told you to remove your
vehicle from the public highway.

A few years ago my mother was done on the 1st Dec at about 2 am for failing
to display. She had the disc in the car which she had bought the previous
day, but had not swapped the old one out of the holder on the dashboard.
