Do anti-racketeering laws cover this?

Case is as follows:
A specialized employee works for a company with a huge sales force. He
sends his resume to another company hoping to improve his quality of life.
He gets a very positive response from his prospective employer, but doesn't
hear from him again. A few days later, one of the salesmen from the company
where he works tells him "so... you are trying to work for company X, uh?",
and walks away.
The company where he is trying to get a job is a customer of the company
where he works. Furthermore, the company where he works is in the only
type of business where he can make a living, and their sales force has
tentacles everywhere. His best chances for a better job are to look for a
job with a customer, because the competition is very scarce.
Through the sales force then, his company influences the outcome of his
service offer to other companies in a large area of the country, and it is
not in the best interest of the salesmen to see him go work for anybody
else. Isn't this some kind of "fixing" that impairs the exchange of goods
and services?, Isn't this illegal?
