outsourced/contracted out the Architecture review task. This third
party goes around the subdivision, inspects and writes up tickets/
complaints on the yards that are not maintained well.
They have mailed me some letters stating the yard needs this and that.
It is just a one line note. It does not indicate when the inspection
was done and no photographs. It is his word against mine. I use a
professional landscaper to maintain the lawn.
I have requested this person several times to call me when he is there
on site, so I can understand what he is trying to convey. He has not
bothered to call me.
Now, he is charging around $300 with fines etc. What are my legal
actions?

You will have to follow the procedures outlined in your HOA agreement,
most probably protesting the assessment to the Board.
